Foothills Park & Recreation District Regular Board of Directors meeting

Call to Order
Director Trimble called the regular meeting to order at 6:00 p.m.
Pledge of Allegiance
Director Trimble led those in attendance in the Pledge of Allegiance to the Flag of the United States of America.
Roll Call
Director Hanson, Present; Director Lodice, arrived 6:05 p.m.; Director Daughtrey, Present; Director Writz, Present; Director Trimble, Present.
Also in Attendance: Paul Rufien, District Counsel; Ronald Hopp, Executive Director; Dennis Weiner, Director of Finance and Administrative Services; Becky Richmond, Director of Recreation; Derek Eberhardt, Assistant Director of Recreation; Colin Insley, Director of Parks, Planning and Construction; Randy Meyers, Director of Golf; Richelle Riley, Recording Secretary; other Foothills staff and members of the public.
Potential conflicts of interest were disclosed pursuant to Colorado Revised Statutes 18-8-308(2), 24-18-109(3)(a), 24-18-110, and 32-1-902(3).
Approval of Agenda
Motion: Director Daughtrey moved that the Foothills Board of Directors approve the April 22, 2025 agenda as submitted. Director Hanson seconded the motion. Poll of the Board: Director Hanson, yes; Director Daughtrey, yes; Director Writz, yes; Director Trimble, yes. The motion was approved.
Approval of Previous Meeting Minutes
Motion: Director Writz moved that the Foothills Board of Directors approve the minutes of the March 25, 2025 board meeting as submitted. Director Hanson seconded the motion. Poll of the Board: Director Hanson, yes; Director Daughtrey, yes; Director Writz, yes; Director Trimble, yes. The motion was approved.

Executive Director’s Report
Highlighting the report provided, Ronald Hopp pointed out that the Colorado PGA announced that Randy Meyers is a nominee for the Player Development Award, an award that he won two years ago.
Mr. Hopp congratulated the Foothills Masters Swim Team on their accomplishments and recognized that they have done very well.
The District had an inaugural Foothills Art Market at Foothills Fieldhouse, it was an overwhelming success, Mr. Hopp discussed.
Mr. Hopp reported that ballots were mailed out on April 14th for Ward 3, Election Day is May 6th.
Members of the Board and Mr. Hopp have received emails from various people from the community interested in the fact that there are a couple of school properties that are formally declared surplus by Jefferson County schools. Mr. Hopp discussed it is early in the school’s process, and staff have been responding to individuals who have been sending emails to the District. Director Daughtrey and he had a virtual phone call with a gentleman who was interested in learning more about what is happening with Peifer Elementary School. The bulk of the interest from the community has been coming from the Colorow area.
Discussion Items
Item 1: 2024 Audit Report
Dennis Weiner reported that the District’s 2024 Audited Financial Statements were finalized early last week and provided to the Board by email last Friday afternoon. Printed copies of the Audited Financial Statements and the Management Letter from the audit firm were distributed to the Board. Mr. Weiner introduced Marcie Ardan, Managing Director with the audit firm, to the Board.
Ms. Ardan went through the Communication Letter, discussing things that the firm is required to communicate to the Board. She highlighted that the audit was for December 31, 2024 and the firm did issue an unmodified, or clean, opinion; that is the best opinion the District can get. Ms. Ardan went through other items in the report. She reiterated it was a very clean audit and thanked Dennis Weiner and his team for providing information to them so fast.
Item 2: Finance Update
Dennis Weiner reported the District’s financial update through the end of March this year. Touching on highlights in the report provided, Mr. Weiner went over total District year-to-date operating revenue, total year-to-date operating expenditures, net operating loss, non-operating revenue and expenditures.
Looking at the bottom line through the end of March, Mr. Weiner concluded that net revenue was better than planned.
Item 3: Departmental Quarterly Reports
Mr. Weiner touched on financial performance for Administration Services. Referring to the 2025 first quarter report in the packet, he provided highlights for Human Resources and Information Technology.
Becky Richmond acknowledged that Mr. Weiner had provided financial numbers for the District so moved on to highlights for the Recreation department. Referring to the 2025 first quarter report in the packet, she highlighted items for Arts, Events & Programs; Active Adults; Children’s Programs; Athletics; Edge Ice Arena; Fieldhouse; Aquatics; Facility Operations.
Randy Meyers pointed out that this is the one-year anniversary of the Foothills clubhouse opening and gave an update on the new clubhouse including the success of the new fire pits. A 2025 first quarter report for Golf was provided in the packet and Mr. Meyers discussed things going on at Foothills and Meadows golf courses.
Colin Insley went over revenues and expenditures for Parks, Planning & Construction. Referring to the 2025 first quarter report in the packet, he highlighted items for Parks Administration, Fleet Services, Urban Parks, Regional Parks, Park Rangers, Clement Park.
Mr. Hopp highlighted items for Marketing and Community Outreach according to the first quarter report provided in the packet, including that staff continue to work on digital accessibility and have been working to make sure everything is up to date and accessible.
Director Trimble told the Board that he will be out of the country for the next meeting and at that meeting, the Board will have their Board officer election. He asked the Board if they would like to chat about that, recognizing that last year nobody wanted to change positions. The Board members expressed content with their current positions.
Adjournment
The regular meeting adjourned at 6:44 p.m. The next regular board meeting will be held at 6:00 p.m. on Tuesday, May 27, 2025.
